The Combined Joint All-Domain Command and Control (CJADC2) strategy from the U.S. Department of Defense (DoD) “is not a single system, but a series of interconnected capabilities from the edge to the boardroom, providing the Joint commander with sensors and systems across the tactical, operational, and strategic levels to create a clearer picture of the current situation in the fog of war,” according to the DoD’s Chief Digital Artificial Intelligence Office (CDAO). CJADC2 will modernize the DoD’s command-and-control (C2) systems with an integrated network that links sensors and target data from the tactical edge to C2 systems across multiple domains including land, sea, air, space, cyber, and spectrum to enable real- time responsiveness and information dominance.

Achieving software mobility for CJADC2 missions Successful Combined Joint All Domain Command and Control (CJADC2) applications will depend on data superiority, which hinges on software mobility – the ability to freely move applications around the entire enterprise and run them wherever they need to run based on dynamic mission requirements. The ability to move data quickly and efficiently is essential to delivering information superiority, but the U.S. Department of Defense (DoD) must also achieve software mobility to continue to dominate. Leveraging AI/ML in CJADC2 Operations Artificial intelligence (AI) and machine learning (ML) solutions will be essential to enabling CJADC2 operations, as the data being processed across the network will need to be analyzed and disseminated at light speed. Freeing humans from analysis duties will improve tactical decision-making, facilitate information management, and help achieve information dominance. Currently, the tremendous amounts of intelligence, surveillance, and reconnaissance (ISR) data and electronic warfare/signals intelligence data (EW/SIGINT) collected is too much for one human mind to process. In the long run, AI/ML may even act as a CJADC2 network’s brain, enabling the network to adapt quickly to ever-changing and complex adversarial scenarios. This session details how embedded AI/ML solutions enable faster and more accurate intelligence across multiple domains.

Future CJADC2 architectures and systems will be leveraging open standards and modular open systems approach (MOSA) strategies, which means they will need a well-built and robust approach to security. Enabling trusted computing and ensuring data integrity will be critical for every software or hardware component in these networks and their underlying sensor systems as they work to encrypt, process, and disseminate information. The success of CJADC2 systems will depend on their ability to be interoperable not just across multiple domains but also across multiple systems. This session covers best practices for enabling data encryption and security as well promoting interoperability for CJADC2 operations.
